NBCC (India) Ltd, a Navratna Central Public Sector Enterprise operating under the Ministry of Housing and Urban Affairs, is currently engaged in advanced discussions with the Government of Seychelles for a significant housing and infrastructure development project. The proposed project is planned on approximately 139 acres of land in the island nation and could become one of the largest international assignments undertaken by NBCC if finalized.
The proposed development aims to address housing and urban infrastructure needs in Seychelles. According to available details, the project may include affordable housing units and residential developments targeted at the mid-income group. In addition to residential construction, the project is expected to incorporate commercial complexes and supporting urban infrastructure. This includes roads, community facilities, and other essential amenities that support a well-planned urban environment.
NBCC is expected to execute the project either through its Project Management Consultancy (PMC) model or potentially as a developer. The PMC model has been widely used by the company for various domestic and international assignments where NBCC oversees planning, project execution, quality control, and timely delivery. The company has already established experience in international infrastructure development through projects in countries such as Mauritius and the Maldives. These projects have helped strengthen NBCC’s reputation as a reliable partner for large-scale government-backed developments.
According to NBCC Chairman and Managing Director B.K. Saxena, discussions with the Seychelles government are progressing in a positive direction. The talks currently involve key aspects such as land allocation, scope of the project, financial structuring, and overall execution modalities. However, it is important to note that the project has not yet reached the formal agreement stage. No Letter of Intent (LoI) or contract has been signed so far, indicating that the discussions are still at the negotiation and planning phase.
The Government of Seychelles has reportedly shown interest in NBCC’s expertise in executing large-scale urban renewal projects, smart city developments, and infrastructure planning. NBCC has built a strong track record in delivering complex projects with a focus on quality construction, cost efficiency, and adherence to timelines. These capabilities are likely key factors influencing Seychelles’ interest in collaborating with the Indian public sector company.
If finalized, the project would align closely with NBCC’s broader international expansion strategy. The company has been gradually increasing its presence in overseas markets as part of India’s growing role in infrastructure cooperation across regions such as Africa and the Indian Ocean. Infrastructure partnerships have become an important element of India’s diplomatic and economic engagement with developing nations.
At present, specific details such as the total investment value of the project, the number of housing units, and the expected timeline for completion have not been disclosed. Reports suggest these parameters will be determined as negotiations between the two sides progress further.
Should the project move forward, it could mark a major milestone for NBCC’s international portfolio and further strengthen India’s infrastructure collaboration with countries in the Indian Ocean region.
