The government of Haryana has introduced a new digital initiative called Bhu-Mitra, designed to simplify access to land and revenue services for citizens. Developed by the Haryana Revenue and Disaster Management Department, Bhu-Mitra functions as a chatbot that works around the clock—24 hours a day and 365 days a year. The initiative is aimed at reducing the need for people to visit government offices or navigate complex online portals to access important land-related information.

According to officials, the service has been launched to make governance more efficient, accessible, and transparent. Sumita Misra, Financial Commissioner of Revenue and Disaster Management in Haryana, highlighted that Bhu-Mitra acts as a conversational digital assistant available directly through WhatsApp. Citizens simply need to send a message to begin interacting with the chatbot. This removes the need to download separate mobile applications or log in to government websites. With just a few taps on their phones, users can request documents, track applications, and obtain information about land-related services without leaving their homes.

One of the key features of Bhu-Mitra is its accessibility. The chatbot supports both Hindi and English, ensuring that people from both urban and rural areas can use it easily. This bilingual functionality is especially important in a state where many citizens may be more comfortable communicating in Hindi while others prefer English. By enabling access in both languages, the government aims to ensure that the platform remains inclusive and user-friendly for a wide range of residents.

Using Bhu-Mitra is straightforward. Residents first need to save the official WhatsApp number +91 95933 00009 on their phones. After saving the contact, they can start the conversation by sending a simple message such as “Hi” or “Hello.” The chatbot will then guide users through different service options and provide instructions on how to complete requests. Since the service operates through WhatsApp, most people can use it without any additional technical knowledge.

The platform offers a wide range of services related to land records and revenue matters. Citizens can request copies of Jamabandi records and mutation entries, which are essential documents related to land ownership and property records. The chatbot also provides information about compensation and registration processes, assists with deed registration, and helps generate deed tokens required for registration appointments. In addition, users can request land demarcation services, register complaints related to land or revenue issues, and track the status of their applications in real time.

The Haryana government plans to expand the capabilities of Bhu-Mitra in the coming months. Starting March 22, 2026, all messages related to deed registration will be delivered through the chatbot system. Officials have also indicated that additional services will gradually be integrated into the platform, making it an even more comprehensive digital gateway for land and revenue administration.

Overall, the launch of Bhu-Mitra represents an important step in the digital transformation of public services in Haryana.
